She was revealed by Alan Ituriel in Villainous Chat at Pixelatl 2020.

She has pale skin, thick, chest length, strawberry pink hair with curtain bangs, and hot pink coloured heart shaped marks around her pink almond eyes with pupils shaped like black hearts. She has pink and white headphones decorated with a heart shaped band and a pink microphone. She wears a gold necklace on her neck, and her super suit includes a pink crop top with a heart shaped front that frames her hourglass figure, hollow glass bracelets that have been implied to act as canisters for spraying hypnotizing perfume in her victim's faces, a small pink cape, a short pink skirt, and thigh high white high-heeled boots with pink soles and heels.

Flashbacks in "The Heedeous Heart" reveal that she has brown hair and light brown eyes, meaning that she dyed her hair at some point in before becoming a superhero. In high school, she wore pink glasses with square frames, a pink cat eared headband, braces, and she wore her high school uniform.

Very little is known about her personality before becoming a superheroine, being depicted in an old photo as being at least energetic. As Miss Heed, she acts flirtatious and affectionate towards her followers in order to keep them under the effect of her mind control. In reality, she is arrogant, narcissistic, vain and egotistical, craving positive attention and losing her temper when someone doesn't give her praise or reminds her of her past - even refusing to be called by her real name.

One could argue that she probably wasn't very popular in school (much like Flug), as implied in one of Flug's flashbacks where both get mean looks during what seems to be a Halloween party. This likely brought her self esteem down, nurturing her craving for attention and shaping her narcissistic persona, and eventually led her to see other people as nothing but possible worshippers.

As an influencer, Heed uses stereotypical slang from social media, such as "like" (as in like buttons), "hater" and "cancelled". She also seems to be infatuated with the superhero Goldheart, almost obsessively - like Demencia's feelings towards Black Hat.

Being classmates during school times, they were once good friends, as shown in images from his flashbacks and reinforced by her calling him "Kenny" during a private moment or "Fluggy". Their friendship, however, was seemingly not valued enough, as she stole part of his work in order to fulfil her goals of becoming a heroine and win Goldheart's love - something that left the good evil doctor hurting, and fueled his rage once they were reunited. Despite this, she's hinted to have a bit of an attraction towards him, as she insisted on kissing him on the lips (instead of his cheek like he offered) when she refused to do so for any other of her brainwashed minions.

After seeing him in action while in high school, she became infatuated with him, renouncing her path to villainy and abandoning Black Hat Institute because of him. They later became teammates, and seemed to have an amicable relationship before her imprisonment.

As a teenager, Cecilia Amanda Kelly attended Black Hat Institute with her friend, Kenning Flugslys. She then developed a crush on the superhero Goldheart and, motivated by the desire for his affections, stole the final part of Flug's thesis project in order to create her own mind altering perfume to have an asset to become a superhero. Abandoning her path of villainy and taking the moniker "Miss Heed", she joined Goldheart's superhero group and started using her new "powers" to expand her presence on social media.

Over time, Heed made a very prominent name for herself in the superhero community, gaining many endorsements in the form of perfumes, action figures, dolls, and clothing. She eventually heard about "The New Dawn", a reality show/contest being held in Atreno City to replace the missing Sunblast, and invited the final three contestants to her penthouse where she brainwashed them into declaring her the winner of the contest, despite not competing. Miss Heed then went on to become Atreno City's new official superhero, taking over the city and essentially remaking it in her image, with posters and advertisements of her dominating the streets of the city.

However, Miss Heed soon learned that the effects of her mind altering perfume were temporary, and used her new status as Atreno City's superhero to kidnap the supervillain Penumbra and use her to try and complete the formula she stole. When she continued running into dead ends, she set out to lure out and capture Dr. Flug and get the rest of his research to make the effects of her toxin permanent.

Miss Heed and a mob of followers hunt down the villains Dark Phantom and Ghoul. After capturing both of them, Heed sends Ghoul to call upon the services of Black Hat Organisation, in order to lure Dr. Flug to Atreno City; there, she ambushes his team and manages to entrance him with her perfume. Demencia, much to her chagrin, is immune to her charms due to her obsessive love for Black Hat, so she has her followers chase her and 5.0.5. while Flug carries her back to her base.

Once inside, the heroine sends an affectionate message to the masses of adoring fans, but scowls after turning off her camera. After checking in on Flug about the status of the perfected formula, Heed remarks on how great of an idea it was to use him as an asset, which momentarily snaps him out of her control. She quickly blows another chemical kiss into his face, which brings him back under her thumb. Later on, she monologues about her plan to become the most beloved and therefore, the best superheroine on the world, and hopes that Goldheart, Flug's arch nemesis, will finally love her. However, she fails to notice Flug himself overhearing her, and getting his heart broken. Once she notices the doctor's presence, she panics, but is reassured by his flattery - not realising that he's finally free from her control.

Some time later, Heed again goes to Flug to ask about the formula, to which he replies it's complete. She ecstatically tells him he is her favourite follower, and offers him a kiss as a reward; Flug awkwardly offers his cheek, but she instead lifts his paper bag and kisses him on the lips. Then, she is alerted by her cellphone's notifications, and witnesses her fanbase coming crashing down: Demencia had broadcasted the whole thing, as part of Flug's plan to release the people from her control. Enraged with his betrayal, the influencer pushes a stunned Flug off the catwalk they were standing on, but Demencia manages to catch him - and drops Heed instead, straight into the vats of perfume below. Defeated, she crawls out of the tank of chemicals and is confronted by the mob, now immune to her trick, and throws a tantrum in order to get them on her side, to no avail.

Flug later visits her in prison, where she has clearly snapped: she scribbles on a wall and keeps begging for the praise of a non existent audience. Once she sees him, she hopefully crawls towards the door and begs for his help - even affectionately calling him Kenny. She insists he's the only one that can help her, to which he replies he'll help in exchange for information on Goldheart's plans. Heed instantly reveals to him that Goldheart is planning to put an end to villainy once and for all, with his followers doing it for him. She adds up that he would go after Flug after everything he did to her, and hopes he would come rescue her as well. After getting the intel, Flug thanks her and wishes her well; walking off while Miss Heed breaks down and desperately begs for him to love her. The doctor, seemingly hurt, turns back and tells her that first she needs to love herself. He bids her farewell using her true name, Cecilia, which she promptly rejects; her cries for affection echo throughout the prison complex.
